HOA Governing Documents
The goal of Covenants Conditions & Restrictions (CC&Rs) is to protect, preserve, and enhance property values in the community. The bylaws, on the other hand, govern how the HOA operates. They describe how to run the HOA as a business. Even though an association’s governing documents tell the HOA how to operate things, state and city laws generally trump HOA governing documents.
